Overview
The Manitoba Provincial Nominee Program (MPNP) is an immigration route that leads to permanent residency in Canada. It is one of the ways the province uses to attract top talents in business, education and skilled work to move and reside in Manitoba.
The program is set up to attract talents around the world to fill the need of the labour market in Manitoba. MPNP is designed to attract skilled workers, graduates and business people who deal in agricultural products.
The program is open for application to foreigners already in Manitoba and those outside the province and the country.
There are 4 immigration routes in the Manitoba PNP. Each route caters to a particular section of need in Manitoba’s labour market. The 4 routes are:
- The Skilled Worker in Manitoba Route
- The Skilled Worker Overseas Route
- The International Education Route
- The Business Investor Route
You must meet certain financial and eligibility requirements to apply for the program. Also, note that this is one of the fastest pathways to Canadian PR.


Eligibility Criteria
The eligibility criteria you have to meet for the Manitoba provincial nominee program depends on the route you are applying for.
The Skilled Worker in Manitoba Route
Overview
This immigration route is for foreigners already working in Manitoba and with skills or experience relevant to the Manitoba labour market.
Only applicants nominated through the Manitoba express entry (MPNP draw) will be invited to apply for permanent residence.
This route has three pathways, namely:
- Skilled Workers in Manitoba Pathway
- Manitoba Experience Pathway
- Employer Direct Recruitment Pathway (Applicants interviewed outside of Canada by an MPNP representative and have job offers must use this pathway).
Eligibility Requirements
Here are the requirements you must meet to be nominated:
Ties to Manitoba
You must already have a valid work visa and work for an employer in Manitoba to apply. The applicant must have held such employment for at least 6 months before application.
If you are a recent graduate from another province in Canada, you must work for a Manitoba employer for at least 1 year.
Employment offer
Applicants must hold a full-time and permanent employment offer from the employer in Manitoba. The salary of the offer must be the same as that of Canadian citizens and permanent residents. You are not eligible to apply if you offer freelance services to your employer.
Education
While the skilled worker in the Manitoba route does not have a minimum educational requirement, having tertiary education increases your score as calculated by the Manitoba PNP points calculator.
Language Proficiency
Whether or not you need to show language proficiency depends on the kind of job offer you have. If you have a job requiring a level 0, A or B skill, you don’t need any language proficiency. But if your job offer requires a C or D skill level, you must show proficiency in English or French at Canadian Language Benchmark (CLB) level 4.
Plans to Settle in Manitoba
The government of Manitoba will want to know how you plan on settling in Manitoba. Hence you must submit a convincing settlement plan.
Proof of Funds
You must show that you have enough money to settle in Canada. The province requires you to have at least $10,000. An extra $2000 if you have a spouse and child.
Employer Requirements
Your employer must have been in business for at least 3 years. The company must also be duly registered.
How to Apply
The first thing to do when applying for the Skilled Worker in Manitoba Route is to submit an Expression of Interest (EIO) in the program.
If you meet the requirements of this stream, visit the MPNP website and create a profile. After creating the profile, you will be given a score and ranked against other candidates using the MPNP Ranking System.
You will get a Letter of Advice to Apply (LAA) if you have high points. This happens during MPNP draws.
Once you get the LAA, you must complete your application in 60 days. If your application is approved, you will be nominated by the province of Manitoba to apply for permanent residence. Additionally, you will receive a package containing instructions on applying for permanent residence at the federal level.
The application for permanent residence must be made within 180 days from the day you get nominated. The application for permanent residence at the federal level must be done on paper and sent via post to the designated application centre.
The application for permanent residence at the federal level is managed by Immigration, Refugees and Citizenship Canada (IRCC).
If your application is successful, you must notify the MPNP in writing.
Fees
- Can$950 for the application fee
- Can$575 for the right of permanent residence
- Can$260 for every dependent child.
Processing Time
After getting your LAA, it could take MPNP up to 180 days to approve your application. Your application for permanent residence at the IRCC could take up to 18 months.
Skilled Worker Overseas Route
Overview
This route is further divided into three streams. They are targeted at getting skilled and experienced workers from outside Canada. The three pathways are:
- Manitoba Skilled Workers Overseas Pathway
- Manitoba Express Entry Pathway
- Manitoba Human Capital Pathway.
Eligibility Requirements
A primary requirement of all the pathways in this route is that you must have skills or experience in any jobs on the Manitoba In-Demand Occupation List. Other requirements are:
Ties to Manitoba
Having ties to Manitoba increases your Comprehensive Ranking System (CRS) score. You can show ties to Manitoba by proving:
- you have a job offer from a business located there
- you have been invited to apply by a Strategic Recruitment Initiative
- you studied in Manitoba
- you have a friend or family member there
An invitation by a Strategic Recruitment Initiative or having a family in Manitoba gives you the most points in this category.
Applicants using the Employer Direct Recruitment Pathway do not need to show ties to Manitoba.
Education
The Manitoba Human Capital Pathway requires that applicants have at least 1 year of tertiary education before applying. For other pathways, you are not required to meet any minimum educational requirements. However, tertiary education will increase your points in the ranking system.
Employment Offer
You must show MPNP that you have gotten a full-time job offer from a company in Manitoba. The wages of the offer must be in line with the wages of citizens and permanent residents in the province.
Language Proficiency
If your job offer is in the regulated occupations category, you must meet the CLB benchmark 7 in French or English.
If it is a job offer in the compulsory trade occupations, you must meet the CLB benchmark 6 in French or English.
If a job classified by the National Occupational Classification (NOC) needs skill level C or D, you must meet the CLB benchmark 4 in French or English.
No language proficiency is needed if it is a job at skill level 0, A or B.
Note that the proficiency test results you will present should not be older than 2 years.
Plans to Settle in Manitoba
You have to prove to the government of Manitoba that you want to settle in Manitoba upon receiving your permanent residence. You do this by presenting a settlement plan.
Proof of Funds
You must prove you have a minimum of $10,000. An extra $2000 is required for your spouse and child.
Work Experience
The Express Entry and Human Capital pathways require at least 6 months of experience working full-time in one of the In-Demand Occupations.
Points Assessment Grid
To be eligible to apply for any of the pathways in this route, you must have at least 60 points out of a possible 100 on the Manitoba Points Assessment Grid.
How to Apply
The application process for all the pathways in the Skilled Worker Overseas route is the same as the Skilled Worker in Manitoba route. The only difference is that applicants must create an express entry profile with the IRCC in the Express Entry pathway.
When the province nominates you, your CRS score on the express entry profile will get a 600-point boost. This ensures you get an Invitation to Apply (ITA) during the next express entry draw.
Fees and Processing Time
The fees and processing time for the skilled worker overseas route are the same as the Skilled Worker Manitoba Route.
The International Education Route
Overview
The province of Manitoba, through this route, intends to attract recent graduates from tertiary institutions in Manitoba. To be eligible for this route, the graduates must have business management or work experience in Manitoba.
This experience can be after graduation or during their study.
This route has three pathways:
- Career Employment Pathway
- Graduate Internship Pathway
- International Student Entrepreneur Pilot Pathway
Eligibility Requirements
To be eligible for this immigration route, you will have to meet the following requirements:
Ties to Manitoba
For the Career employment pathway, you must have studied in a tertiary institution in Manitoba for at least a year. And you must be employed in Manitoba in a field relevant to your education. Your employer must also have at least a 1-year offer for you. The job must also be on the Manitoba In-Demand Occupation list.
For the Graduate Internship Pathway, you must have gotten your Master’s or PhD in Manitoba and done an internship with the Elevate or Accelerate program.
For the student Entrepreneur Pilot pathway, you must have finished at least a 2-year program in a tertiary institution in Manitoba. Additionally, you must own and manage a business in Manitoba. You must own at least 51% of the company and operate at a senior management level.
Language Proficiency
You must meet the English or French language benchmark CLB 7. Your test scores must not be older than 2 years.
Plans to Settle in Manitoba
You have to show that you have not only been living in Manitoba since graduation but also intend to stay after you get your PR.
Money for Settlement
You have to prove you meet the minimum income requirement stipulated by the federal government. However, a valid job offer can satisfy this requirement.
Age
Applicants for the International Student Entrepreneur Pilot Pathway must be between the ages of 21 and 35.
How to Apply
To apply for the International Education route, you must first email MPNP at [email protected]. If you are qualified, you will get an invite to attend a session where you will get complete details about the application. This information session is compulsory for all applicants in this route.
Fees
- $500 for the Career Employment and Graduate Internship Pathway fees.
- $2,500 for the International Student Entrepreneur Pathway fee.
Processing Time
It takes approximately 6 months for MPNP to make a decision on your application.
Business Investor Route
Overview
This immigration route targets people with business management experience willing to start a business in Manitoba. The route has two pathways:
- The Entrepreneur Pathway for all kinds of entrepreneurs
- The Farm Investor pathway for people in the agro-business.
Eligibility Requirements
To be eligible for this route, you must meet the following requirements:
Language Proficiency
You must be proficient in English or French up to CLB level 5. The test scores must also not be older than 2 years. Only the entrepreneur pathway is required to meet this requirement.
Education
The entrepreneur pathway applicants must show they at least finished high school in Canada or secondary school in Nigeria. The farm investors need to show they can manage a farm.
Work Experience
The entrepreneur pathway applicant must show they have managed a business successfully for at least 3 years. The farm investor must prove they have managed a farm for 3 years within the last 5.
Investment Requirement
The entrepreneurs willing to settle or locate their business in Winnipeg must make an investment of at least $250,000.
If the business will be located outside Winnipeg, you must invest at least $150,000.
They must also present a Business Performance Agreement that outlines how they intend to start and manage the business. Also, they must employ at least one Canadian citizen or resident in their business.
They must also show they have at least $500,000.
The farm investor must show they have at least $350,000 and are willing to invest $150,000 in a farm in Manitoba.
It is important to note that you apply for this route using the MPNP Entrepreneur Ranking System. You may meet the requirement and yet not be nominated. Only applicants with the highest scores are nominated.
How to Apply
The first thing to do is email your Expression of Interest to MPNP. You must send a self-assessment form and a business or farm investor plan, as the case may be.
The onus is on you to research which business or farm produce will do well in Manitoba.
After your email, you must wait to be drawn. You will get a Letter of Advice to Apply if you are successful.
You can now send in your application. If your application is successful, you will apply for a work permit to Canada.
Upon your arrival, you will sign the Business Performance Agreement. After this, Manitoba will nominate and invite you to apply for permanent residence at the federal level.

Applicants who speak French do not need to have experience in an in-demand job to apply for MPNP.
