Government Announces Digital ID Cards to be Mandatory for All Who Work & Rent in the UK
On 26 September 2025, the Government announced the new digital identity scheme will be introduced requiring citizens and legal residents in the UK to hold a digital ID proving their right to work, rent and claim benefits.
While the digital ID is not mandatory, it is required to work or rent in the UK, therefore is being termed as “effectively mandatory”. They are intended as a bid to curb illegal immigration and modernise public service access.
Prime Minister Keir Starmer promised it would make identity checks much easier, avoiding as he said: “hunting around for an old utility bill.”
There is no doubt the main reason for the introduction of digital ID cards is to secure the border. Keir Starmer said:
“A secure border and controlled migration are reasonable demands” adding that ID cards will make it “tougher to work illegally in this country.”
The announcement comes as Labour government continue to adopt a tougher stance on immigration. The UK’s leading political parties have all recently strengthened their positions as the topic has been firmly in the spotlight.
ID cards have long been a bone of contention in the UK, with critics calling them intrusive as they fear a lack of privacy, as well as an increased risk of harmful data breaches. Supporters of the scheme will consider it a chance to remove and deter illegal working.
How will the scheme work?
The scheme will require individuals to register their details through a secure digital wallet, most likely on a smartphone, though physical alternatives are promised for those unable to use mobile technology.
Each ID will link to official records such as name, date of birth, nationality, and immigration status. Employers, landlords, and government agencies will be expected to use the digital ID to verify whether someone is legally entitled to work, rent, or claim services.
When will the scheme be effective?
Before the end of parliament is being cited as the roll-out date for the new digital ID scheme. The next general election is to be held no later than August 2029, therefore it is expected that the scheme will be in effect by that date.
