New statistics from Immigration, Refugees and Citizenship Canada (IRCC) show a 60% decline in Canadian study permit approvals in 2025.
The drop follows the introduction of an annual study permit cap in 2024. The cap initially reduced numbers by 40%. In 2025, this cap was tightened by approximately 10%, with plans to issue around 437,000 permits.Â
Under the updated framework, most applicants must now submit a Provincial or Territorial Attestation Letter (PAL/TAL). It is a requirement that has been expanded to include graduate students and most in-country applicants to ensure that student admissions align with each province’s capacity.
Why Have the IRCC Introduced the Changes?
The Canadian government aims to reduce the temporary resident population to 5% by the end of 2026, alongside cuts to permanent resident targets from 500,000 in 2024 to 395,000 in 2025.
The plans and subsequent declines in Student visa approvals are a result of a larger effort to decrease the number of temporary residents. The efforts intend to alleviate strain on housing, healthcare, and other public services.
Despite the tighter system, the government maintains that the reforms will create a more sustainable framework for managing study permits, helping ensure that students have adequate housing and local support.
