Guidance on Ireland Resident Permit (IRP) delays for new applicants & renewals
There is concern that IRP delays may prevent people from being able to work or travel out of state in Ireland. We spoke with Okeremute Okeregha, an IAS Ireland immigration lawyer, to determine what the delays mean and how they might affect your immigration journey. Okeremute discusses:
- Delays for IRP renewals
- Delays for first-time IRP applicants
- Working immediately on work permits
- Waiting to work on Student Visas & Dependent Visas
- Concerns and considerations for moving to Ireland
Addressing IRP renewal delays
The ISD is experiencing a high volume of applications to renew permissions in Ireland, which has increased processing times to approximately 6 weeks. You can apply up to 12 weeks before your IRP expires. Okeremute said:
“The registration process for renewals is now fully online, and hopefully, it will become easier after the current backlog is cleared.
“Like every new process, there are expected to be teething problems or delays.
“It was initially only available to applicants who lived in Dublin, Kildare, Meath, Wicklow, Cork, and Limerick. However, it has been rolled out to the whole country since last week.
“Persons who intend to travel out of Ireland have been advised to apply early for renewal.
“Persons who are employed and require renewal can continue to work legally as long as they have submitted their renewal application online. They would require proof of their application for their employers.”
Guidelines for renewals
- The Minister has urged customers to submit renewal applications online by 31st October 2024 if they travel outside of Ireland over Christmas.
- Applicants not travelling out of the State will have to await their renewal, while those travelling are prioritised.
- There are no temporary permission letters, only proof of online application is required to show employers, for persons who are in employment.
- Students can also continue their studies as long as they have submitted an online application for IRP renewal. However, it is recommended to apply early to avoid stress.
When can I work without an IRP card?
If you have an expired IRP card you can continue to work while your online renewal application is being processed. You are still legally allowed to remain in the State under the existing conditions of your IRP card for up to 8 weeks.
This 8-week extension is contingent upon the employee providing proof that they applied to renew their registration, including when changing stamp categories before their current IRP card expires.
What happens after your renewal application?
Upon submitting your online renewal application, you will receive an acknowledgment email with your unique Registration Office (OREG) application number. This number acts as confirmation that you’ve officially requested to renew your immigration permission with ISD. It’s important to also keep your previous or expired IRP card on hand as part of the documentation required to prove your right to work to an employer.
IRP cards for renewals are typically processed in 10-15 working days, but delays have increased wait times for many to around 6 weeks. You cannot renew your permission from outside Ireland
What if their is an emergency, and I need to travel outside of state while waiting for renewal?
If you need to travel out of Ireland in an emergency, you can email: [email protected], outlining your situation and the urgent need for travel. Be sure to include proof of your travel plans, such as a flight booking, along with the reason for the emergency.
What if I’m waiting for an IRP appointment as a first-time applicant?
Changes to processing for IRP applicants have also resulted in appointment delays, with some waiting 12 weeks or more for an appointment. Okeremute said:
“The ISD has taken over the process of issuing IRP cards from the Garda National Immigration Bureau as part of the Garda Siochana’s civilisation process. The changes should make processing IRPs faster and more efficient in future
“First-time applicants are expected to receive their IRP card before commencing employment. Appointments are processed at the public Registration Office in Burgh Quay, Dublin
“There may be ways to fast-track the process depending on your circumstances”
How to fast-track your IRP application
- If you have a job offer that commences on a particular date, you can notify the ISD to expedite the process.
- You might be able to expedite your application in situations of extreme hardship or extreme delays. You can check your status and contact INIS with evidence of your circumstances.
- For anyone waiting for an appointment, you can check for cancellations or upcoming appointments and be as flexible as possible to secure an earlier slot. Some applicants have had success by frequently checking the INIS (Irish Naturalisation and Immigration Service) website.
