CoS allocation shortages are one of the most common pain points sponsor licence holders raise with us. The process is demanding and demand is regularly exceeding allocation. • Only 120 guaranteed priority requests are accepted each day. Any demands in excess of this depend on Home Office resources. 
• Requests are only accepted during the hours 7am – 5pm on Monday to Friday. If a request is submitted outside of the block it is automatically disregarded.
• Only undefined CoS requests qualify for priority allocation. A defined CoS request will be rejected for priority allocation and no refund is issued if you pay for the service, when unsuitable.
• Incomplete forms, missing submission sheets or representative changes, or a subject line that doesn’t follow the required format can all result in a rejected request. Checking and rechecking forms is crucial.
• If a request isn’t successful, sponsors are not always notified directly. Silence is meant to be read as a rejection, which leaves many employers unsure whether to resubmit or continue waiting.
• Once accepted, sponsors have just 72 hours (including weekends) to complete payment via the Worldpay link before the request expires.

Understanding the Sponsor Priority Change of Circumstances Service

What is the CoS Allocation Priority Service?

UK Visas and Immigration (UKVI) offers a paid priority service that allows A-rated Worker and Temporary Worker sponsors fast-track certain change of circumstances requests, rather than waiting in the standard, unprioritised queue. It covers a defined list of request types, including:

• Additional or annual CoS allocation (undefined CoS only)
• Adding or changing a Level 1 user
• Replacing or amending the Authorising Officer
• Replacing or amending the Key Contact
• Adding a representative
• Updating your organisation’s details following a change of premises

Priority services are available for routes, including the Skilled Worker visa and Senior or Specialist Worker visa. Requests connected to the Global Business Mobility (GBM) UK Expansion Worker, Service Supplier, or Secondment Worker routes are excluded from priority handling, and Student sponsor cases are not eligible at all.

Eligibility at a Glance

To use the priority service, your organisation must:

• Hold a fully active, A-rated Worker or Temporary Worker sponsor licence
• Have already submitted the underlying change via the Sponsor Management System (SMS) before emailing the priority mailbox
• Ensure the SMS request is not already in progress or allocated to a caseworker
• Provide a printed, signed submission sheet if the request relates to an Authorising Officer replacement or adding a representative
• Confirm any CoS request is for undefined CoS only

How the CoS Allocation Process Works

1. Submit the relevant change of circumstances request through the SMS.
2. Email the priority service mailbox with a completed priority request form, using the required subject line format (organisation name, sponsor licence number, request type).
3. If accepted, you’ll receive a confirmation email followed by a Worldpay payment link.
4. Payment must be made within 72 hours or the request lapses.
5. Once payment is confirmed, eligible requests are typically considered within 5 working days, starting the working day after payment.

Priority CoS Allocation Fee

The Home Office charges £350 per request for use of the priority service. This is a Home Office fee, separate from any professional fees for support in preparing and submitting your application.

Other priority costs are incurred depending which stage of the process you are in.

• To fast-track a Sponsor Licence application, the fee is £750
• To speed up a decision on a work visa application (payable by the individual applicant) it costs £500 for the priority service (typical decision in 5 working days) or £1000 for the super priority services (for a decisionby the end of the next working day).
• After a CoS allocation there is a fee of £525 for a Skilled Worker, Senior or Specialist Worker, or Minister of Religion CoS. For other temporary worker visas that fee is £55.
• An Immigration Skills Charge (ISC) also applies to Skilled Worker visas and Senior or Specialist Worker visas. This is payable after your CoS allocation is approved by the Home Office. It costs £364 for small businesses or £1,000 for large businesses for 12 months.
