The Home Office has adopted a far tougher stance on sponsor licence enforcement. 2024 and the first half of 2025 have witnessed unprecedented levels of licence revocations and suspensions. Employers across the UK, particularly in the health and care sectors, are facing increased compliance audits, higher penalties, and a sharp rise in enforcement activity.

For businesses dependent on overseas workers, compliance can no longer be reactive – it must be proactive.

Record Sponsor Licence Revocations

Revocations more than doubled in the second quarter of 2024, with 1,023 employers losing their licence compared to 519 in the previous quarter. Unlike previous years, the Home Office is now moving directly to revocation rather than issuing warnings, leaving employers with little chance to rectify compliance failures.

Targeted Sectors

Health and social care providers are under particular scrutiny, with concerns over modern slavery, unethical recruitment, and improper record-keeping leading to widespread action.

Rising Penalties

Civil penalties have increased sharply from £15,000 to £45,000 for a first breach meaning that even small mistakes can have devastating financial and operational consequences.

Surge in Licence Suspensions

Suspensions have also risen dramatically, with 1,723 recorded between April 2024 and March 2025, compared to 730 in the previous year. Suspensions often precede full revocations and are commonly triggered by:

  • Gaps in record-keeping and reporting
  • Failure to carry out proper Right to Work checks
  • Inadequate HR systems
  • Non-compliance uncovered during audits

What Employers Are Experiencing

The uncertainty has driven a surge in employers seeking advice. IAS has seen record levels of demand since the publication of the government’s immigration white paper in May 2025 and the Skilled Worker changes in July 2025. In that short period alone, we recorded:

  • 110% increase in Certificate of Sponsorship enquiries
  • 166% increase in Skilled Worker visa enquiries
  • 103% increase in Home Office audit enquiries
  • 100% increase in HR compliance and illegal worker enquiries

These figures highlight one thing: employers are under pressure and urgently seeking compliance support.

With penalties rising and enforcement intensifying, it is more crucial than ever to be informed of the latest changes. Relying on internal teams alone can be risky, and not upskilling your HR team on immigration compliance can be riskier still.

If you, as a business owner or HR professional are feeling the heat from ever-changing rule and requirement changes – we at IAS are here to lend a hand. We help protect your revenue, your hiring strategy and reputation from harm.
