What Is the Temporary Protection Transition Scheme (TPTS)?
The Temporary Protection Transition Scheme (TPTS) targets the eligible beneficiaries of Temporary Protection in Ireland, who were displaced because of the war in Ukraine and are currently living and working in Ireland. This scheme offers them a transition pathway to an alternative immigration permission and residency in Ireland.
Successful applicants and their eligible family members will be provided with a Stamp 4 permission, so that they can continue living and working in Ireland without requiring any additional employment permit.
The initial permission will be for 2 years, renewable for 2-year periods after that. Time spent on this permission will be counted towards reckonable residence for Irish citizenship by naturalisation.
With the current EU Temporary Protection Directive scheduled to end on 4 March 2028, the Irish government took this proactive step among such other measures to provide clarity and certainty to people before their temporary protection status expires.
It also strives to incentivise their active participation in the Irish labour market, upskilling, and an organic progression to independent living.
Who Can Apply for TPTS Ireland?
To be eligible to apply for the TPTS, you must:
- Be a Ukrainian citizen displaced because of the Russo-Ukraine war
- Be residing in Ireland as a Beneficiary of Temporary Protection for at least a year on or before 30 September 2026
- Be employed or self-employed for at least six months on or before 30 September 2026
- Be earning a minimum income of €29,432 annually
- Not be availing of state supported accommodation
- Not be holding any other immigration permission in Ireland
Note that the TPTS does not replace temporary protection permission. It simply provides an alternative permission for those eligible and willing to apply.
Even if you are not eligible or do not wish to apply, you will continue enjoying the protection rights under the EU Temporary Protection Directive until March 2028.
How to Apply for the Temporary Protection Transition Scheme
The TPTS application is an online process. You can apply through the Irish Immigration Service Online Application Portal. You will need to register first if you do not already have an account.
The TPTS application window opened on 30 September 2026, and applications will be accepted until 30 March 2027.
The portal also provides detailed guidance on how to complete and submit your online application for the TPTS. Please review the guidance carefully before you apply. Ensure that you have provided all the required information along with supporting evidence in your application.
If you have been approved under the TPTS but your application processing is not complete when temporary protection ends, Irish immigration authorities may extend your temporary protection rights according to Article 21 of the Temporary Protection Directive.
This is to protect your ongoing right to reside in Ireland and right to access to social welfare, education, and employment while the Irish authorities process your TPTS application.
Benefits of the Irish Temporary Protection Transition Scheme
The Temporary Protection Transition Scheme (TPTS) is a suitable option for those beneficiaries of temporary protection who wish to continue living and working in Ireland.
If approved, you will be free from the uncertainty arising from the current EU Temporary Protection Directive ending on 4 March 2028, since it is not yet confirmed whether the Directive will be extended at EU level or not.
The TPTS leads to a Stamp 4 permission and residency in Ireland. Your time under this permission will be counted towards reckonable residence if you wish to eventually naturalise as an Irish citizen.
